The house is considering a new federal bill mandating the local authorities to let the public know within 24 hours about any sewage overflows. Dr. Gerald Galloway - president of the American Water Resources Association and a civil engineering professor at the UMD- believes that although attention to the problem of sewage overflows is helpful, simply notifying the public wouldn?t fix the problem. ?If someone comes down the street and says your house is on fire,? he said, ?that?s nice, but it would have been nicer if they?d put out the fire.?
